Academic Admins can now create a global rubric based on a course rubric.

Bugfixes

The "Times Left" and "Amount" columns in the Recurring Payments XLS/CSV exports were turning up blanks and zeroes, but they're now all filled-in with useful information and actionable data and up-to-date updates and numbers and suchlike.

Direct loans were being rejected by COD with Error 039: "Incorrect Award Amount". The issue primarily affected graduate students with aid applications who were unable to select the student level code COD was expecting. All of this has now been beautifully resolved to everyone's satisfaction.
