Randomize course enrollment

To ensure equitable access to our courses, it would be very useful if the registrar could enter students with a group rank (class standing) in populi then, at a given date "run" enrollment for these rank groups so that enrollment is random within the rank group but prioritized by the rank group- hope this is clear :-) thank you!
