Allow Richer Text in Evals

Specifically we would like the ability to add links—in some courses (like our capstone courses) we have special eval forms, and they ask students to rate how well a course fulfilled its objectives. If we just list the objectives inline with the question it appears very cumbersome and we are concerned students may tune out for the whole form. We'd like the ability to link to those objectives, for example.
