customizing the registration message

We would like to customize the notice that students get when they register for a course. Just because someone enrolls in a course does not mean their registration is accepted; but the message they currently receive seems to indicate that it is.

For example, we required Auditing students to meet the same prerequisites as Credit students, but the system has no way of restricting them; and we have students in the Open Learning Program who are restricted from some 400 level courses; and we have students in the Early College Program who are restricted to 100 and 200-level course - yet these students sometimes register for them anyway. We have to review each registration before we process the generated invoice for them.

Currently the message sent out to registrants says something like this:
Your registration for Fall has been processed. Here's what changed:
Enrolled THL460-1: Understanding Contemporary World Religions
You enrolled in THL460-1.
Click here to view your Fall registration in Populi.

We would like it to say something like this:
Your registration request for Fall has been received as follows:
Enrolled THL460-1: Understanding Contemporary World Religions
You enrolled in THL460-1.
Your request will be reviewed and processed by the Registrar's office shortly. If approved, an invoice will be processed.

Sometimes these students immediately go out and purchase the required textbooks for a class they have registered for, only to have us deny the registration within a few days. The ability to customize the message students received so that they understand their registration is not automatically approved is necessary. If this feature request is not implemented, please consider changing the message as is currently stands in your standard package.
