We need the capability to generate a report that would show all students for all courses who did not participate in a Discussion or submit an Assignment for a specified week within a term.

Evan Donovan This would be hugely helpful in complying with USDE's requirements to ensure checking of financial aid students' enrollment status at least every 14 days (see DCL GEN-11-14 for regulations - https://ifap.ed.gov/dpcletters/attachments/GEN1114Attach.pdf)
The LDA Enrollments report helps, but this would be more granular for withdrawing people.
