When we make a mailing list and select, say, 100 people, we sometimes find that 1 or more of our target group as opted out. This can be important if we're trying to make sure everyone gets notified (e.g. we'd like to know who to contact via alternate means) or if we need a specific number of recipients (e.g. for a survey). It would be great if Populi could show a notification banner on the mailing list or email window that states "X number of recipients have opted out of email" with a way to view who those people are.

Ginger Howell Yes. We just learned that students can opt out of receiving emails and that prevents them from getting needed communication form us. Is there a way to run a report to know who else has opted out.
Also, is there a way to turn off this feature?

Adam Sentz Ginger Howell - Technically speaking if you have an actual business relationship with someone (e.g. they are a student at your school) you can always email them without violating SPAM regulations. In reality this does not stop them from marking your email as SPAM which damages Populi's ability to send email on your (and others') behalf. So it's standard practice to always include an Unsubscribe link. This is just one of the caveats of email as a technology.
You can look up opted-out folks a couple ways:
For just students you can use the Dataslicer. Add a Column for Email - Primary and you will also get a Column that shows if they are Unsubscribed.
For all contacts you can create a Mailing List in Communications that includes the "Everyone" role, and then export that list to see who is Unsubscribed.
