it says I have pop ups to enable them

  Hi Joelle,

  It sounds like you a blocking pop-ups in Safari in iOS. You'll need to allow pop-ups in Populi in order to compose an email. You should be able to change your setting in Settings > Safari > Block Pop-Ups.
