After a student has made financial arrangements for their account (loan, etc.), thus leaving them with a $0.00 balance, we occasionally get a student who will submit their payment via the Populi finance tab instead of going to the 3rd party. While we are able to issue a credit for the erroneous payment, it would be significantly easier if we could disable the student's ability to submit a payment thru Populi. This would not be a global setting.
