Separate notifications for assignment comments from notifications for assignment submissions.

Currently, the only way for instructors to receive email notifications when students leave comments on assignments is to enable "Notify me about assignment submissions" in their Settings. But that's a lot of extra notifications they don't want to get. Comments are much more rare than submissions, and are usually very important. Please allow instructors to opt out of notifications for assignment submissions and separately opt in to notifications about assignments comments.
