Allow Registrar to assign Course Evaluations to courses

The ability to assign course evaluations to courses appears to be restricted to the role of "Academic Admin", together with the ability to design evalauations. But assiging them to courses is something that happens every term and should be handled by regular staff. Could this permission level be changed so that someone with the "Registrar" role could simply tick the boxes to assign evaluations to courses?
