Allow Populi Account Admins To Manage All Roles

You know, it would be really helpful if the PAAs would have the option for all the roles; i.e., not have all the roles assigned, but have the option to assign all the roles if/when needed to help trouble shoot. Especially when there are instances of leadership or administration or position changes and the outgoing person is reluctant to hand over the roles or cannot be discreet about handing off roles or the roles need to be removed and/or reassigned to someone whether the outgoing person leaves on good or bad terms.
