As a library admin I need the ability to add/edit library fines in a patrons account.
Due to our current setup, if a patron loses a book and we mark it as such they automatically get charged for it, which is good. However, in some cases we may need to replace the lost copy before the patron has time to pay for it and if we do that and delete the lost one to replace it with the new copy (allowing us to keep the same barcode information etc) then it deletes the replacement cost previously charged to the patron's account (which we don't want).
