I would like to add the ability to make a rule where a fee is linked to another fee

I would like to link fees to fees in the rule sections. For example, some fees I would like to add Sales taxes to so I would create the sales tax fees as a separate fee but make a rule that they are added on top of the base fee. But, Populi currently does not allow fees to be link to fees in the rules.
