Add Students to a Disbursement batch in Set Up

It would be very helpful to be able to add students to a batch after it is created while it is still in set-up just as you can remove students from a batch as long as the batch is in set-up. When we create large batches in Populi it is dismaying to have to start over when we find we missed a student or two.  We don't just create another smaller batch with the missing students because we want the total from the Campus Ivy batch and G-5 order to match the total for the Populi batch.
