Ability to mark a transcript request as "Complete" without fulfilling it

Hi,

It would be helpful to have the ability to mark a transcript request as "Complete" without fulfilling it.

On the transcript request page (click the requesters name on the Transcript Requests tab) click Actions > Mark Complete.
