Resource faciliator/owner attached to resources to approve/deny, etc.

Having the ability to attach one or more facilitator/overseers to a resource or location would help the communication process.  For example if I book "College Van #1" it gets approval from a staff member so that can trigger internal billing/tracking, etc.  Or if I book a "Catering" resource for a meeting, the Food Services Director can approve or deny, etc.
