I need to be able to upload video files to the Dashboard of our homepage. I
also need to select who can view the videos e.g. faculty vs. students.

@Crystal - It is not possible to upload video files into a news item to display on your Populi homepage.
However, you can embed videos from YouTube or Vimeo by simply pasting in the URL of the video. It's possible to upload videos to YouTube as "unlisted". They won't show up unless you go directly to the unguessable URL.
News items have visibility control by Role so you can control who can see the news item with the embedded video.
