Change the Sync settings under Courses

Currently if Sync is set to Yes, assignments, files, etc. are synced between all sections of that course. When one instructor teaches all sections, it works great. When multiple instructors each teach a few sections, syncing has to be disabled so they don't end up with assignments, etc. from other sections. It would be great to make Sync instructor-specific.
