I'm spending tons of time trying to set up good processes that people here can follow while automating as much as possible. I'm finding that this one ability shown in these graphics would reduce a lot of this work, misunderstandings, errors, etc. In the 1st graphic, you could choose which communication plan goes with which application component in settings. In the 2nd graphic, clicking "Save" while the "Apply Communication Plan" checkbox is checked would apply it for that particular applicant..
