Have Populi create a list of pending credit transfers

Populi does a very good job in listing application components with the pending status. It would be extremely helpful if Populi could also list pending credit transfers. This would enable the data to be entered by a lower level staff person and give the dean/adviser the ability to review, edit and accept the credits.
