Place Library Holds on behalf of patron

We would like it to be possible for library staff to place a hold on behalf of a patron.

Currently, only the library patron themselves can place holds. But, not all patrons have internet access and they wish to have us put a hold on a book for them.

I found the Hold function. It just didn't come up in Help and I wasn't locating instructions on it. Glad it's there.
