Add a new account type for those able to send emergency SMS message and remove that feature from the staff role.

In our institution, only a select few individuals (by our policy) have the right to send an emergency notification.

I would like to see this feature REMOVED from the staff role and made a separate role that could be applied to select individuals.

This will prevent a staff person from being able to use this feature.
