Allow charging convenience fee on credit card transactions

It would be great to have the ability to charge a convenience fee on credit card transactions, either a percentage or a fixed amount.

  We wanted to add this, but once we looked into it we found the regulations too prohibitive.

  Old thread... but do the regulations apply to the donation portal where donors elect to cover transaction fees? Could the donation page have a checkbox "Cover transaction fee" as an option?
