Change of Address notification sent to appropriate staff

We'd like to see a way to email specific people whenever someone makes a change to their contact information.  Specifically HR, though there might be others we'd like to inform in future.  

We had an issue where a workstudy student moved and changed their address in Populi, but didn't inform HR.  This caused some issues when their paycheck check was sent to the wrong address.  The students don't feel as though they should have to change their address twice (and probably won't remember to, anyway), and HR doesn't think they should have to check Populi for address changes for every interaction.  

Since HR can't use Populi as an employee database, having an email sent when changes are made would go a long way to reducing data drift between the two systems.

  This is important for us too because we have other computer systems that have to be updated (library, payroll and advancements).

  Agreed!

  We need an email notification when a user makes changes to the "Contact Information" section, so we can update the changes with other software programs that we use (ie. accounting software).

  This is mainly an issue for the financial department, as information in Populi must be manually added to our accounting software. We are having trouble with students updating contact information, but not notifying our office, and believing we are aware of the changes--this affects financial aid disbursements, and tuition-related correspondence.
  
  To be clear, this would be an email notification for changes ONLY to the section "Contact Information", as an email notification for changes to other sections (such as roles, degree and program status, tags,  etc.) are far too frequent for the notifications to be manageable or useful.

  I want to be able to have Certain staff get notified ONLY when the "Contact information" section is changed. They don't need to be notified of the other things that get changed on the students other pages. Currently there is only one format, and each staff member is having to double check that their jobs responsibility is one that triggered the notification.
