Add the ability for a Library Administrator ability to create different types of Library workers that are separate from other Populi types.
This is required because we have students working in the library who need to be able to check books in and out and perform cataloging functions but who must not have Populi access to academic information such as grades. In an ideal world we would want to have at least a few of levels of library worker types: those who only have access to book check in/out type activities, those who can perform cataloging activities, and those who can also process overdue reports and fines (post them to the student's PLBC account).
