Allow administrator of Populi to determine whether advisors can adde degrees and programs to students.

It is my understanding that currently an advisor has the ability to add degrees and programs to a student but cannot delete them.  It is also my understanding that this a feature of the advisor role.  This really doesn't work in our environment.  I would like to see that this is something that could be turned off or on by the "administrator" of Populi for the college.
