Would like to have a user be able to update school calendar but not have rights to modify student records

Our PR department needs the ability to put the "PR" events on the calendar but in order to have them do that I need to give them staff rights.  this then allows them to modify the student records.  I would like to see the opportunity for a "staff" rights that doesn't have the modifications rights to student records.
