Edit navigation buttons for optional functions.

For the optional functionality and navigation items Library and Bookstore, allow these to be replaced with custom named buttons that link to external applications. We have an external Library application that we use, and other web applications that we would like to link to from Populi. Having the ability to add top-level or other role level buttons (student, faculty) would be very helpful.
