Reassign communication plan to-dos

I would like to be able to change the names of the person responsible for each "to-do" in a communication plan without having to change each "to-do" individually. To be able to change the person responsible without restarting the communication plan would be very helpful.

  I would also like a way to begin a communication plan at a future date.
