Payment Form Customization (Credit Card Payments)

We'd like the ability to add a block of text on the credit card payment form. This could be used to describe what credit cards are accepted (or not accepted), pertinent information about how things get posted to accounts, a link to alternate payment methods (we still process a lot of checks), etc.
