We would like a setting that would allow us to turn off course evaluations for Teaching Assistants.

  There's now a setting to disable Teaching Assistants being included in course evaluations (Academics > Course Evaluations > Settings).

  This sounds great! Right now, however, all of the settings have disappeared (see attachment).

  Hey Adam. Just an FYI, the settings field appears to be blank for me and other users. I talked to Josh about it.
