We currently use a two step class registration process for our incoming freshmen, where the students request their classes then we review the requested classes and approve or adjust based on class size and student needs.
We currently have a web interface that allows the students to see and pre-register for the class without interacting with an "adviser". Then our Deans offices looks at what people have registered for as soon as the registration deadline has passed, and approves and/or moves students into the appropriate classes.
We have had this process for incoming Freshmen and Transfers for years and have heard that other Colleges are adopting this technique or something similar.
