Automatically charge deposit fee

We use a rolling admissions process. It would be handy if Populi could immediately add a Tuition Deposit charge to an accepted student (which Accounting would see as pending and could release as appropriate). For now, Admissions is manually adding the deposit charge, but it would save a step for them and streamline the process further.
