Hyperlinks to select websites in dashboard

I am looking for a place for admins to post significant links for the entire school community in Populi, ideally in the dashboard. This could be similar to the links on course Info pages, but on a school-wide scale. As Populi has become a central, online hub for our school, it would be very helpful to provide easy access to things like our public website and other sites frequently used by our students that are external to Populi.
