Allow Communication Plans to be Applied Directly to Applications

The problem we are running into is that you can only apply a communication plan to Leads. Most of our applications coming in are not linked to Leads, so in order to apply a communication plan to them I would need to add each one as a Lead. If there were just a drop down menu from the admissions applications tab where I could apply a communication plan to apps. of a certain type (such as "Incomplete" or "Submitted") that would make it so much easier.
