Automatic CC

It would be helpful if when emailing a certain email address, another address could be automatically CC'd. For example, if I want to email a student, John Doe, an automatic CC would be sent to admin@blahblah. This address would be kept in the student's file so it could be changed as needed or omitted if not needed.
