Delete Option on Wait Lists

Add a "delete" option to the wait list people. Currently, the only close option is "withdraw", but that actually moves the student up into the list of students in the class, with a "W", which looks like the student was once enrolled. The work around is to delete them from the class list, after withdrawing them from the wait list, but it would be nice to get it all done in one click instead of two.
