Allow transfer of custom fields to a different section of Populi

It would be helpful if there could be a global administration of custom fields so that a field could be moved from one area to another. Mistakes are often made in setting things up. So, for example, if a custom field has been set up in the Student area that really should be in the Admissions area, it would be helpful to have a simple dropdown box allowing us to transfer the field with all its data.
