Ability to Turn Off Text Feature for Faculty

Since the number of texts per month is not unlimited, I would like to be able to turn off the text feature for faculty and staff and allow only admin staff to use that feature. As a CFO, I don't like those "surprise" bills for things that weren't necessarily authorized and could have been done another way.
