Financial Aid Lock

I would like to request a Financial Aid Lock that would prevent a student from being awarded financial aid.  This would be useful in many situations, but one major one is a student who is on a Financial Aid Suspension.  A co-worker did not notice that the student was on FA Suspension and awarded and approved aid for her.  I had this function in an SIS at a previous college I worked at.  I sure wish I had it in Populi.
