Course Evaluations Stand-alone role

It would be helpful if there was a role for Course Evaluations that permitted staff to create/modify/manage/report on evaluations without having to have Academic Admin rights. We have an office that manages evaluations but doesn't need to make changes/adjustments to other academic areas, so separating these would be helpful.
