Feature Request: Filter on student localization

I need to filter my students based on their localization - I want to be able to email specific content to different localization choices. I don't see a way in the report filter to filter on localization field. Ideally it would just be another filter choice that can be used in multiple ways; my use case is only for student communication at this time, but I can envision future needs in other academic needs.
