Adding headers/text directly to the "Forms" tab

We frequently have students who sign into Populi, see the forms that automatically appear as "available" on their forms tab, and assume that these forms are available to them because they have been requested specifically for them to fill out, when this is not the case.

We also have students who fill out an available form, and then, when they later see that the form is still appearing on their "forms" tab, assume their initial submission must not have gone through, and so submit a duplicate response. 

While yes, adding "thank you" messages and respondent notifications to forms and limiting students to one submission per person helps in the latter case, in both these cases this issue could be remedied if headers and text could be added directly to the Forms tab itself.

For instance, on ours, I would put a brief note indicating what I described above, and explaining to students how to check the status of a form they have already submitted. 

It would be even more helpful if what is displayed at the top of the forms tab were customizable based upon the program and semester. Unique instructions could display for new starts of one program (please fill out the following four forms found below) and for the graduating class of another (please don't forget to fill out a graduation application!).

When I first signed for Populi myself, I saw the forms listed without any other context and was confused about whether I was supposed to fill them out as a new employee! The ability to add some context would be great.
