As of right now, text can only be made to conditionally appear on a form if the field that gives it its condition is visible and accessible to the recipient (so not "Office Use Only" and not "Hidden").
It would be helpful if text and headers could also appear conditionally based on what the reviewers (who are using the "Office Use Only" fields) select, and for this to work whether the "Office Use Only" field is visible or hidden.
For instance, when a professor is reviewing a student's incomplete request, and selecting "yes/no" to whether a student meets certain necessary conditions, it would be wonderful if instructional text could be made to appear to the reviewer (and not to the student/respondent) depending on what the reviewer selects while reviewing.
For forms that are more complicated, this enables built in instructions to be added for reviewers to direct them more particularly (to, say, contact a student, or reach out to the registrar, or to mark the form processing) based on what they select in various fields during the review process.
The same applies to headers.
