Send email To: based on dropdown selection

There are a number functional forms (e.g. Applications, Inquiries, ...) where the feature to select from a dropdown and send to the email associated with the selected value is needed.  Maybe in the Contacts area.  Even better, have the ability to upload a spreadsheet 

Something like a 3 column/attribute table would work:
- Attribute 1: Entity (Name/subset of People across several roles, or any other entity in the respective Institution)
- Attribute 2: identify the Entity with a unique identifier
- Attribute 3: email address for the respective Entity.

Create a linked field to add to a form.

Add a recipient type to send the email To: the value selected from the Entity list.
