Analytics reports--students--gpa

This report shows gpa ranges only for students with an active program.  Can you program it to show the range a student’s grades were in if he had an active Program at any point during the term? For example, Joe Smith withdraws at the end of the term after finishing his classes. Surely his gpa is a valid one that should show up in the statistics, and we'd need to include it for internal and external reporting.
