Manually adding individuals to Populi from the Admissions tab without inquiry status

Hi,

I would like to be able to add an individual to Populi without adding them as an inquiry. We frequently have individuals requesting information on someone else's behalf, and entering that person as an inquiry separately can cause problems with data accuracy when we run funnel reports.
