Student/Class Survey

I am trying to find a specific feature in the course/assignment section.

Is it possible to create a survey feature for the students in the course's assignment tab? One that would generate a percentage from the data the students submit (based on a either a specific group, individual, or as a whole class)? 

For example, say if students had a group project, they could each take the survey rating their specific group members for their overall preparedness, participation, etc.

So, student "A" , who is evaluating students "B" and the "C", could select student "B" or "C" and the percentage would reflect under "B" or "C's" grade-book.
