Add a feature where fulfillment of transcript is disabled UNTIL any Student Blocks is removed

Hello, Populi, 

I like the Transcript Request & Fulfillment system in Populi. 

Will you please add a feature where fulfillment of transcript is disabled UNTIL any Student Blocks is removed. There is currently a notification about student balances but if there is an active block on the student, we want this to apply in the ability of fulfilling the transcript. 

I think this will be a good feature to have before clicking on "Complete" under fulfillment.
