User role to plan semester/courses but no access to student records

Can you add a new user role for an assistant to the dean? She needs to access Academic, program, degree, settings, courses, schedule etc but she should not have access to student records/grades. 

Is this possible?

  This user role should provide full access course content pages (e.g., Syllabus, Lessons, Files, Assignments, Tests).
